Newport MUD's Surface Water Treatment Plant Expansion
The Newport Municipal Utility District (MUD) is expanding its Surface Water Treatment Plant to accommodate projected future water demands and comply with upcoming regulations that will limit the amount of groundwater that Water Districts and Cities can use. This significant project required meticulous planning and coordination between the water treatment equipment manufacturer, the Texas Commission on Environmental Quality (TCEQ)ā€”the state's regulating agencyā€”and the San Jacinto River Authority (SJRA), which supplies raw surface water to the District.

Project Bidding and Award
Bids for the construction of the plant expansion were collected in October. By November, the project was awarded to Industrial TX, marking a significant milestone in the journey towards realizing the much-needed plant expansion.
Preconstruction Meeting
In December, a preconstruction meeting was held, where key stakeholders, including members of the Newport MUD board, operations staff, the engineering team, the contractor, and SJRA representatives, convened to discuss project goals, expectations, and strategies to ensure a smooth project execution. During the same month, the engineering team also met with the contractor to explore potential methods to reduce overall construction costs, shorten construction duration, and decrease equipment manufacturing times, all without compromising quality or integrity.
Construction Timeline
The contractor will begin mobilizing to the site at the end of January, with construction activities commencing shortly thereafter. The construction is expected to take two years to complete. Notably, the contractors' working hours and designated working areas have been carefully planned to ensure there is no impact on the water delivered to Newport MUD customers.
System Testing and Approval
The new water treatment system will undergo rigorous testing and will not be operational until it has been thoroughly tested and approved by the TCEQ, ensuring it meets all regulatory standards and requirements.
